So What Should Happen
There?
In
order of preference,
the following are a number of acceptable alternatives for the redevelopment of
the property:
Highest and Best Use
· The highest and best use of the Old Stone Barracks is the restoration and adaptive reuse of the barracks and the preservation of the twelve acres of open space around the Barracks by a nonprofit organization, such as the Battle of Plattsburgh Association, that uses the building and site for public education and inspiration.
Other Acceptable Alternatives
If the realization of the alternative above is not possible, then other acceptable alternatives would include:
· Restoration and adaptive reuse of the Old Stone Barracks and the preservation of the open space around the Barracks by a private/nonprofit partnership that uses the building and site for a mixture of public education and compatible private purposes.
· Restoration and adaptive reuse of the Old Stone Barracks and the preservation of the open space around the Barracks by a private developer that uses the building and site for purposes compatible with the other nonprofit and private uses in the vicinity of the Barracks.
· Restoration and adaptive reuse of the Old Stone Barracks, the preservation of most of the open space around the Barracks, and limited new construction that is compatible with the architecture and setting of the Old Stone Barracks and the other nonprofit and private uses in the vicinity of the Barracks.
